Laramie is a small town with the progressive feeling of Colorado. Vedauwoo is just minutes away, as well as Snowy Range. Colorado is about a 45 minute scenic drive away. It's a great college town with coffee shops everywhere you looks and plenty of free spirits.
Probably the most cosmopolitan city in Wyoming after Jackson, the Sheppard killing notwithstanding. Respectable university there.
