Aside from the Caltrain system and the occasional bus, there isn’t any public transportation to speak of, and taxis are generally on-call but extremely expensive.

Expect traffic to be extremely heavy, and expect to take at least thirty to forty minutes to reach any neighborhood outside of downtown during the day. The good news is that if you leave in the morning and return to the downtown in the area in the evening, you’ll be facing much less traffic because there’s little residential traffic heading toward downtown during that time.

I stayed in a cute historical inn in Pasadena. There are lots of other communities like it with great walkability and transit (I did not rent a car). Best of all there are a million things to do from mountain to ocean, all within 1.5/2 hours or less.
